VA Loan Basics - Home Inspection

by Nick Gromicko and Rob London

A VA loan is a mortgage loan guaranteed by the U.S. Department of Veterans Affairs (VA). VA loans can be very helpful for veterans

Like FHA loans, VA loans are backed by the federal government in order to protect lenders against default, an assurance that removes barriers to home?buying for?prospective homeowners when they attempt to get a mortgage. This loan guarantee has its origins in the Servicemen?s Readjustment Act (more commonly known as the G.I. Bill), passed by U.S. Congress in 1944 to provide a wide range of benefits for soldiers returning from WWII. Eligibility for VA loans ? as well as unemployment compensation, vocational training, and other offerings?of the G.I. Bill ? have since been?made available to?veterans of subsequent wars and peacetime service.

VA loans serve two primary purposes:

  • to finance loans for?eligible veterans in regions where private financing is not available, which are generally rural areas, and small cities and towns far from metropolitan?and?commuting areas of large cities; and
  • to help eligible veterans who lack sufficient funds for a down payment to purchase properties.

VA loans offer eligible veterans a number of benefits that are not available to recipients of conventional loans. Note that not all of the following?features are?available to those receiving FHA loans. VA loan benefits include:

  • 100% financing on purchases and refinances. Loans are available up to $417,000 (as of 2009), although this amount is higher in some areas with a higher cost of living and/or inflated real estate markets, such as Hawaii, Alaska and California;
  • no Private Mortgage Insurance (PMI). PMI is money paid to a lender to offset losses in the event that the borrower defaults and the lender cannot recover?its investment after foreclosure;
  • fixed, competitive interest rates;
  • the loan is assumable, meaning that borrowers can sell their homes to non-veterans and?pass along the benefits of?the VA loan to the buyers;
  • forbearance,?in which?the federal government can extend leniency to veterans experiencing temporary financial hardship;
  • no prepayment penalty. Penalties are applied to conventional loans when?borrowers choose to pay off?their mortgages?early,?which then gives them?the option?of refinancing at a lower interest?rate;
  • easy credit and low income standards, compared with conventional loans;
  • the builder of a new home is required to give the purchasing veteran a one-year warranty, protecting the borrower against construction that conflicts with VA-approved specifications. Also, the VA will compensate the borrower for correction of structural defects in the home within four years of the loan guarantee if the defects seriously affect livability. An InterNACHI inspector should be hired to inspect for structural defects;
  • the borrower may be charged only?the fees and other costs that the VA considers appropriate;
  • the down payment may be financed. Closing costs and funding fees still apply, however; and
  • in California, veterans may be eligible to receive additional benefits from a Cal-Vet Home Loan, such as reusability (you can receive a new Cal-Vet loan whenever you purchase a property as long as you have paid off previous Cal-Vet loans), and earthquake, fire and mudslide protection plans.

In order to be eligible for a VA home loan, the borrower must obtain a Certificate of Eligibility by completing the VA Form 26-1880. Veterans, active-duty, guard, reserve, and military spouses potentially qualify for this certificate. Veterans and active military personnel need to have served for a designated duration, depending on war- or peacetime, in order to be considered eligible.?The certificate states the?entitlement amount, which is the portion of mortgage that the VA will guarantee for each serviceperson. Keep in mind that the Certificate of Eligibility, while necessary for the loan process, only allows an eligible individual to apply for a home loan, but it does not guarantee loan approval.

In summary, VA loans offer eligible veterans a variety of benefits that are not available to recipients of conventional or even FHA loans.

Ballymac Eske to destroy his opposition in Caffreys Puppy Classic - Heat 4

Farley Semour shaped very well on his debut, and would be the one to beat in Caffreys Puppy Classic - Heat 3, being held at Nottingham on Monday, August 13, 2012.

After making a few very good trial races, the blue dog made his debut earlier this month, and did not disappoint his supporters. Despite getting crowded in the beginning, the son of Hondo Black ran very well, and missed the glory only by half a length.

His performance was solid enough to believe that he can do an equally good job this time around. Among his opponents are: Killieford Deal, Droopys English, Teejaysblackhawk, Romeo Gallant and Rainham Tiger. The 500 metres event is going to be kicked off at 20:22 GMT.

Droopys English can show his skills from a good make up on the rails. Rainham Tiger appears to be flying a little high tonight. Teejaysblackhawk is from an in-inform kennel, but needs to ride his lucky in order to fancy some chances. It is a terrible draw for Romeo Gallant, who needs something extra special.

Killieford Deal produced a career-best show here earlier this month, and would be full of spirit. According to our calculations, it will be a tough battle between Killieford Deal and Farley Semour.

Heat 4 will see Ballymac Eske blitzing his opposition tonight. Other hounds in the pack are: Skywalker Flash, Agile Joker, Holbeins Champ, Norman Intrepid and Pop The Crystal. The ?150 clash is scheduled to begin at 20:37 GMT.

Ballymac Eske is coming off runner-up spot in the Wimbledon Puppy Derby. The fawn dog missed the glory only by a head?s distance. After such a classy act, he is in great position, and holds a very good chance tonight.

Pop The Crystal seems to be making up the numbers in hot heat. Norman Intrepid is making a huge jump in class, and not trustworthy. Skywalker Flash will probably have to wait for a better opportunity to open his account. Nothing suggests that Holbeins Champ can win tonight.

Agile Joker looks to be the second best after Ballymac Eske. The latter is in such a great shape that he can easily top the table. Good luck to all the runners.

McIlroy wins PGA Championship, vaults into No. 1

Rory McIlroy blitzed the field on a marathon Sunday at the PGA Championship, claiming his second major title with a record-setting eight-shot victory on the wind-swept Ocean Course.

The 23-year-old Northern Irishman surpassed Luke Donald to become the No. 1 ranked player in the world as he closed with a six-under 66 in the final major championship of the season.

McIlroy capped his brilliant bogey-free performance with a 24-foot birdie putt on the last hole to reach a 13-under 275 total.

"I played solid all throughout the week," McIlroy said. "I thought my putting today was phenomenal.

"It has been an incredible week. I had a good feeling about it at the start. But I never imagined to do this."

The challengers all fell by the wayside as McIlroy earned his second dominating major championship win. He won the 2011 US Open also by a whopping eight strokes.

England's David Lynn finished alone in second after shooting a four-under 68 to finish at five-under 283. Justin Rose (66), Ian Poulter (69), Keegan Bradley (68) and McIlroy's playing partner Carl Pettersson (72) finished in a four-way tie for third at four-under 284.

Blake Adams, Jamie Donaldson, Peter Hanson and Steve Stricker all finished at three under, 10 shots adrift of McIlroy.

McIlroy, who earned $1.4 million in prize money, ended up having to play 27 holes on Sunday. He began his fourth round with a three-stroke lead after finishing off nine holes of the suspended third round early Sunday.

More than three inches (seven centimeters) of rain have fallen on the Kiawah Island Golf Resort course this week resulting in some of the most difficult playing conditions ever for a PGA Championship and creating problems with the scheduling.

McIlroy became the first player this year to convert a 54-hole lead in a major championship into a victory.

He also puts his name on the Wanamaker Trophy alongside some of the games' best golfers in history.

McIlroy not only becomes the youngest player to win the PGA Championship since it went to stroke play in 1958 but he sets the all-time record for widest margin of victory in tournament history. The previous record of seven shots was held by Jack Nicklaus.

"It means an awful lot to look at the names on that trophy and put my name alongside theirs," McIlroy said. "This is something very special and I am just going to enjoy this tonight."

He got off to a solid start by making birdie on two of his first three holes in the final round. While his start was superb, he saved his best for the last as he drained a 24-foot putt on 18 to put an emphatic stamp on the win.

"There is quite a bit of relief to get the second one out of the way. I am just so happy I was able to play like this and win another major," McIlroy said.

Lynn made the most of his PGA Championship debut as he posted three birdies, including two straight, on the more difficult back nine.

Pettersson, Poulter, Rose and Tiger Woods all threatened at certain times of the weekend but no one was able to keep pace with the on-fire McIlroy down the stretch.

"There was only one winner today. Rory played great," said Pettersson, who was slapped with a two-stroke penalty on the first hole for "moving a loose impediment in a hazard".

Woods, who was chasing his 15th career major title, shot a final round even-par 72 to finish in a tie for 11th at two-under 288.

He could have surpassed Donald for the world number one ranking this week with a win but the top spot ended up going to McIlroy after Donald finished well back in a tie for 32nd.

Woods said he didn't get it done on the weekend because he came in with the wrong mindset.

"Yesterday, I was too relaxed and that is not how I play," Woods said. "I am pretty intense.

"I just need to do some fine tuning as we head into the Ryder Cup and the rest of year."

Poulter got off to a flying start in the fourth round, rolling in five birdies in a row, including a 20-footer at the fifth to get within one shot of McIlroy. But he couldn't maintain it on the back nine and slipped down the leaderboard.

"I couldn't ask for a better nine holes," Poulter said. "I guess I ran out of steam."

Fresh water breathes fresh life into hurricanes

ScienceDaily (Aug. 13, 2012) ? An analysis of a decade's worth of tropical cyclones shows that when hurricanes blow over ocean regions swamped by fresh water, the conditions can unexpectedly intensify the storm. Although the probability that hurricanes will hit such conditions is small, ranging from 10 to 23 percent, the effect is potentially large: Hurricanes can become 50 percent more intense, researchers report in a study appearing this week in Proceedings of the National Academy of Sciences Early Edition.

These results might help improve predictions of a hurricane's power in certain regions. Such conditions occur where large river systems pour fresh water into the ocean, such as by the Amazon River system, the Ganges River system, or where tropical storms rain considerably, as in the western Pacific Ocean.

"Sixty percent of the world's population lives in areas affected by tropical cyclones," said ocean scientist Karthik Balaguru at the Department of Energy's Pacific Northwest National Laboratory. "Cyclone Nargis killed more than one hundred and thirty eight thousand people in Burma in 2008. We can predict the paths cyclones take, but we need to predict their intensity better to protect people susceptible to their destructive power."

Most hurricanes passing over the ocean lessen in strength as the ocean water cools off due to mixing by the strong winds under the cyclone: this pumps less heat into them. However, Balaguru, his PNNL colleagues and researchers led by Ping Chang at Texas A&M University and Ocean University of China in Qingdao, China found that when enough fresh water pours into the ocean to form what they call a barrier layer, typically about 50 meters below the surface, the ocean water can't cool as much and continues to pump heat into the cyclone. Instead of dying out, the storms grow in intensity by 50 percent on average.

A rough estimate for the destruction wreaked by a hurricane is the cube of its intensity. "A 50 percent increase in intensity can result in a much larger amount of destruction and death," said Balaguru.

Heat of the Ocean

Satellites are very useful for tracking and helping to predict the path of tropical storms as they move across the ocean and develop into cyclones, as well as predicting where the storms will make landfall.

But current technology isn't as good at predicting how intense the storm will be when it does. Satellites can only see the ocean from above, but it's the ocean's heat that feeds the storm. So Balaguru decided to look at the ocean itself.

To do so, Balaguru started with one hurricane: Omar. Omar nearly topped the scales as a Category 4 storm in the eastern Caribbean Sea in October 2008, causing $79 million in damages. Balaguru and colleagues collected data about ocean conditions including water temperature, salt content, and water density, and compared that data to the intensity of the storm.

Feeding Omar

Most of the time, a tropical storm travels across the ocean, where its winds suck up heat from the ocean and builds. But then the heat loss from the water mixes the surface layer -- the warmest, least dense layer of ocean water -- and dredges up colder water from the ocean below it. The colder water cools off the surface temperature, providing less energy and lessening the storm's intensity.

It made sense that conditions that would prevent the top ocean layer from cooling off would increase the intensity of storms, so Balaguru zoomed in on Omar's conditions. As expected, the ocean surface cooled the least along Omar's path as the storm peaked in intensity.

However, when Balaguru looked at the structure of the ocean along Omar's path, he saw another layer, called a barrier layer, between the surface and the colder ocean below. Omar's most intense episodes occurred when it found itself over these thick barrier layers.

But Omar was just one storm. To determine whether the barrier layer connection was real, Balaguru looked at hundreds more tropical storms.

Insulation

Balaguru and colleagues examined 587 tropical storms and cyclones between 1998 and 2007 in the western tropical Atlantic, the western Pacific and the northern Indian Oceans.

They found that the tropical storms over thick barrier layers cooled off 36 percent less than storms over areas lacking barrier layers, and barrier layer storms drew 7 percent more heat from the ocean than other storms. That translated into 50 percent more intense hurricanes on average.

The barrier layer has this effect on storms, Balaguru said, because it insulates the surface layer from the colder water below, preventing the storm's access to cooling water. When fresh water dumps into the salty ocean, it makes the surface layer less salty, creating the barrier layer below it. When a passing storm causes the surface layer to pull up water from below, the water comes from the barrier layer rather than the much colder water beneath.

The team supported their observational analysis with a computer model, comparing tropical cyclones over regions with and without barrier layers. The model found a similar decrease in cooling by the barrier layer storms, more heat transferred from the ocean to the storm, and a similar intensification.

This work addressed what happens to hurricanes now, under current climate conditions. Scientists predict that global warming will have an effect on the ocean water cycle. Future research could explore how the distribution of the barrier layers changes in a warmer world.

This work was supported by the Department of Energy Office of Science, the U.S. National Science Foundation, the National Science Foundation of China, the Chinese National Basic Research Program and the Chinese Ministry of Education.

How do you deal with stress during pregnancy? | Family Encyclopedia

My job can be very stressful so, I want some ideas on how to safely handle the stresses of life during pregnancy. I know that some herbs must be avoided during pregnancy; this is why I mention my pregnancy. Any help is appreciated. Thanks.

Exercise always helps with stress, might look into yoga. Probably should check with a doctor before doing anything to make sure won?t hurt the baby.
